The Project for the Reform of early education

Challanges and objectives

The main purpose of the project is to improve the quality for the early education system infrastructure and to address the basic children`s needs through improving services in order to allow those to harness their potential to the highest level and to achieve European and international standard education.

The project want to benefit from the experiences and good practices from the early stages of learning, but in the same time to improve and extend the competences of the personal that works in kindergarten, in the sense of following a unified, integrated and child oriented approach.

The Mentoring Program that targets the quality increase of human resources from the Educational Kindergarten system. In this project through ¨mentoring¨ it is understood an alternative form of continued supply for training services of the human resources from kindergarten. Mentoring is a decentralized form of continuous education, which is based on individual an local needs of education of the beneficiary, it is delivered at a local level and it allows the adaptability of the education process according to the specific conditions of the beneficiary

The mentoring program is using a group of trainers who were specially trained to be able to develop the mentor competences.

The Objective of the Mentoring Program is of developing and improving professional competences of the kindergarten personal, including the managers and the operational personal, competences needed for an integrated approach of the education services, care and protection of the children in the kindergarten system, have a as goal a global development and healthy of the children and their preparation for school and life.

In the same time, the mentoring program will indirect address the parents, in order to assure their information about the aspects related with education, hygiene, health and children`s nutrition.

To achieve the mentoring program`s goals, inside its activities will be included all the categories of kindergarten`s personal.


The Implementation of the mentoring program in Romanian language consists of:

  • The assistance of the kindergarten`s personal, by using face-to-face learning type, on a centralized manner by each mentoring specialist;
  • The assistance given to the kindergarten`s personal by making them think of their own technique and by the soft transition from the group approach to the individual approach, learning through games, learning by discovering, using learning through cooperation and from each other.
  • The facilitation of process of the conceptualization of the personal`s own experiences, the process of using and sending the good practices and of self-development strategies.

The program of personal development has 3 phases:

Phase I – direct learning activities of all the kindergarten`s personal categories.

Phase II – mentoring activities with a certain personal categories, kindergarten assistance and in the classroom.  For this phase there are formed 3 specialized groups, each learning session will include 20-25 participants.

Phase III – individual work / working with others for applying, experimenting ideas, discussed practices from the previous two phases. Number of hours of leaning differs from one category of personal to another. In the case of teaching personal and directors, total number of hours for learning per each member is 90, the necessary minimum number in order to achieve 30 credits. For caring personal the number of hours is 30. For psychologist the number of hour is 60. 


After the RSC project will result a number of 22.000 people trained.
